Ron's solution works nicely and at Oak Park this method was used to restrict "research database" computers to a list of allowed subscription databases.  There is a limit though to the number of characters you can put into that IE setting as I found one day when an additional database was purchased and needed to be added.  The solution to this was to use Public Web Browser (PWB) from Team Software Solutions.  It has the ability to restrict to a list of domains/IP addresses in a simple text file that has no limits.

While it isn't free, the site license is inexpensive.  Public Web Browser can really take the frustration out of locking down IE for public computers.  Team Software has a lot of nice free tools to help with locking down IE such as "SetPWB" and "ClearIECache."

For something you can implement as a Windows GPO or local policy or at
each thin client, try:

1) In XP's Internet Properties, set the connections for the LAN proxy
setting to the local machine (127.0.0.1) and a commonly used proxy port
(8080).
2) Select the "Bypass proxy for local addresses" option.
3) For the bypass options, enter the "local" IP or URL address(es)
needed for the catalog and supporting providers (e.g.,
swan.mls.lib.il.us or *.mls.lib.il.us or 192.168.254.*).

Any application that uses XP's Internet settings should be redirected
back to the PC and hit a roadblock at 127.0.0.1, except traffic headed
to those "local" address.  This setting directly affects IE and should
also be picked up by Firefox if you are using that for your OPACs, but
you may have to verify FF hasn't been configured with some other proxy
settings.

No additional proxy software required.

I was wondering if anyone has a recommendation for proxy software that

be run on thin clients with XP embedded. I am trying to use the thin
clients for our opacs and need a lightweight proxy software that can
